The National New-type Urbanisation Plan of 2014 was China's first comprehensive national urbanisation strategy, declaring a "people-centred" model that prioritised the urban integration of rural migrants over sheer physical expansion. It set targets to raise both the resident and the hukou-registered urban share, to grant urban residency to many migrants, and to curb land-hungry sprawl. It promoted city clusters and more compact, efficient growth. Implementation has been uneven, especially on hukou conversion in the largest cities.
It signalled an official turn from quantity to quality in urbanisation, foregrounding migrant citizenship and land efficiency.
