The Jawaharlal Nehru National Urban Renewal Mission, launched in 2005, was India's first large national programme of reform-linked urban investment, targeting infrastructure, governance reform and basic services for the urban poor in selected cities. Central funding was tied to conditions such as implementing the 74th Amendment, property-tax and accounting reform, and preparing city development plans. It financed water, transport and housing projects but was criticised for uneven delivery and weak local capacity.
