The first Master Plan for Delhi, notified in 1962, was India's first statutory comprehensive master plan, prepared with technical assistance from the Ford Foundation and American planners. It applied use-zoning, district planning, a hierarchy of work centres and a twenty-year perspective to guide the capital's growth to 1981. It was followed by successive revisions in MPD-2001 and MPD-2021, each extending the zoning-and-land-bank model. The plan entrenched master-planning as the dominant Indian mode of metropolitan land regulation.
It established the statutory comprehensive master plan and use-zoning as the template for governing growth in Indian metropolitan regions.
