Adopted in 2010 amid the financial crisis, the Crisis- en herstelwet shortened planning and appeal procedures and limited objection rights to get stalled construction and infrastructure projects moving. It also allowed designated areas to experiment with a 'broadened-scope' zoning plan that anticipated the integrated approach of the coming Environment and Planning Act. Schemes such as Strijp-S in Eindhoven were early test beds. The act was repeatedly extended and its experiments fed directly into the Omgevingswet.
The act was a deregulatory fast-track measure that doubled as a pilot for the integrated planning system later enacted as the Omgevingswet.
