The Nationale Omgevingsvisie of 2020 is the national strategic vision under the Environment and Planning Act, replacing the SVIR as the state's overarching view of the physical living environment. It frames four interlinked challenges: climate adaptation and the energy transition, a sustainable economy, healthy and liveable cities and regions, and the future of rural areas, and signals a renewed national role in steering big spatial choices. After years of decentralisation it reasserts integrated, area-based direction. It anchors the doctrine arc that runs from the post-war Nota's through Nota Ruimte and SVIR.
The NOVI is the current apex of the Dutch national spatial-policy lineage and marks a partial return of central direction to confront housing, energy and climate pressures.
