The Omgevingswet consolidated dozens of separate Dutch laws on spatial planning, environment, water, heritage and building into a single integrated framework, after years of delay finally taking effect on 1 January 2024. It replaces the municipal zoning plan with a broader 'environment plan' covering the whole physical living environment and introduces a shared digital system for permits and rules. The reform aims to simplify procedures and give local authorities more discretion. Its scale made it one of the largest legislative overhauls in recent Dutch history.
The act is the most sweeping restructuring of Dutch planning law in decades, merging environmental and spatial regulation into one system.
