The Wet ruimtelijke ordening (Wro), in force from 1 July 2008, replaced the 1965 act and restructured the planning system around 'structure visions' at each level of government and clearer, faster procedures. It strengthened the binding municipal land-use plan while giving the state and provinces direct instruments such as integration plans to enforce their interests. The reform aimed to cut delays and clarify who decides what. It was the immediate predecessor of the integrated Environment and Planning Act.
The Wro modernised the legal machinery of Dutch planning and bridged the system between the 1965 act and the later Omgevingswet.
