Description
A sustainability rating and coding system introduced by Abu Dhabi's Urban Planning Council in 2010 as part of the Estidama initiative, comprising the Pearl Rating System for buildings, villas and whole communities. Rather than a masterplan for a single site, it is a regulatory framework: new developments must achieve minimum Pearl ratings covering energy, water, materials, liveability and site ecology, with higher standards required of government projects, thereby steering the design of districts across the emirate.
Significance
Estidama is significant as an early attempt to institutionalise sustainability in Gulf urbanism through mandatory code rather than voluntary certification, adapting green rating logic to an arid climate and a state-led development system.
