Description
Barrios Vitales is a Bogotá programme, begun in 2020 under mayor Claudia López, that reorganises streets at neighbourhood scale to prioritise pedestrians, cyclists and public life. Emerging from the city's rapid pandemic-era deployment of emergency cycle lanes on top of its existing ciclorruta network, it uses tactical urbanism—paint, planters, traffic filtering and progressive redesign—to calm through-traffic and reallocate roadway to sustainable modes, with the San Felipe area serving as an early pilot.
Significance
Bogotá's pandemic street reallocation became one of the most cited examples worldwide of tactical, low-cost mobility reform, extending the city's earlier reputation built on TransMilenio and the ciclovía. Barrios Vitales links the Latin American tradition of experimental street governance to the European superblock idea, and features prominently in debates about whether temporary interventions can be consolidated into permanent, equitable redistribution of street space.
