Description
The Piano Urbanistico Generale for Bologna, adopted by the Comune di Bologna in 2021 as the first major plan under Emilia-Romagna's 2017 urban planning law, which caps greenfield land take. It abandons traditional expansion zoning in favour of urban regeneration, climate adaptation and proximity, applying 15-minute-city principles to services and public space and mandating greening and de-sealing measures across the existing fabric. It is a strategy-and-rules instrument rather than a conventional land-allocation plan.
Significance
Bologna's PUG is significant as a legal and conceptual prototype for Italian planning after the end of expansion, operationalising near-zero land consumption at municipal scale. Continuing the city's tradition of planning innovation since the celebrated 1970s historic-centre conservation plan, it has become a key European reference for combining the 15-minute city with climate adaptation in statutory form.
