Description
The Chisinau General Urban Plan of 2007 is the post-independence statutory master plan for the Moldovan capital, prepared for the city authorities. It sought to structure the city around a polycentric system of nodes while reinforcing the central axis of Bulevardul Stefan cel Mare, addressing transport, housing renewal and the management of the extensive Soviet-era housing districts. The plan provided the legal framework for development control in a capital adjusting to market conditions and demographic change.
Significance
The plan is representative of first-generation post-Soviet capital-city plans in smaller successor states, attempting to adapt inherited planning instruments to weak regulatory capacity and pressures from informal and speculative development. Its uneven enforcement, particularly regarding the historic centre, has made Chisinau a case in debates about heritage protection and planning governance in Eastern Europe.
