Why it matters

Transit-first pivot for car city

Description

The Doha Metro and associated transit-oriented development strategy, pursued from the 2010s by Qatar Rail with the Ministry of Municipality and Environment, created a three-line automated metro network as the backbone of the Qatari capital's transport system. The strategy designates station precincts, including the new town of Lusail and the Msheireb downtown regeneration, for higher-density, walkable development, with the first lines opening in 2019 ahead of the 2022 FIFA World Cup.

Significance

The programme represents a transit-first pivot for one of the world's most car-dependent, oil-wealthy cities, and is among the fastest metro construction programmes realised anywhere. It is studied as part of Gulf states' use of mega-events and state investment to restructure urban form, and raises questions about whether ridership and street-level urbanism can follow infrastructure in low-density, hot-climate cities. Labour conditions during construction also drew international scrutiny.
