Description
A citywide master plan for Dubai issued by the government of Dubai in 2021, the seventh plan since 1960, with a horizon of 2040. It structures the emirate around five main urban centres — including the historic Deira-Bur Dubai core, the Downtown-Business Bay spine and new centres at Expo and Silicon Oasis — linked by transit and green corridors, and pledges large increases in green and recreational space, beach access and land for public facilities. It seeks consolidation of a metropolis previously built through corridor sprawl and mega-projects.
Significance
The plan marks a turn in Gulf urbanism from open-ended, project-led expansion towards polycentric consolidation, sustainability rhetoric and quality-of-life metrics. Dubai's trajectory from fishing settlement to global city in eight decades makes the plan a key document for debates on fast urbanisation, though critics question the depth of its environmental commitments in a car-based desert metropolis.
