Description
A private mega-development by Chinese developer Country Garden, begun in 2014 on four artificial islands reclaimed off Johor, Malaysia, adjacent to the Singapore border. The masterplan envisaged a high-density, mixed-use 'green' city for several hundred thousand residents, marketed largely to mainland Chinese buyers, with layered podium landscapes, tourism functions and eventual transport links across the strait. Construction stalled amid Chinese capital controls, Malaysian political resistance and the developer's financial crisis.
Significance
Forest City has become the emblematic cautionary tale of speculative, developer-led new city building in the belt-and-road era, its largely empty towers featuring prominently in debates on 'ghost cities' and transnational property capital. It also illustrates the tensions of cross-border metropolitan integration around Singapore, and the ecological controversies of large-scale reclamation in the Johor Strait.
