Award-winning mode shift
An integrated mobility programme pursued by the City of Fortaleza, Brazil, from 2014, combining rapid expansion of protected cycle lanes and an integrated bike-share system with bus priority corridors, junction redesigns and systematic traffic calming. The programme reallocated road space across the city, paired infrastructure with road-safety enforcement and tactical urbanism pilots, and tied cycling access to the public transport fare system. It was delivered incrementally at city scale by the municipal administration.
Fortaleza became one of Latin America's most cited recent examples of rapid, politically committed mode-shift planning, earning international recognition including a Sustainable Transport Award. Its significance lies in demonstrating that a large, unequal Brazilian city outside the Rio–São Paulo axis could cut traffic deaths and grow cycling quickly through low-cost, network-scale measures rather than megaprojects.
