Description

A regulatory-led redevelopment initiative launched by Fukuoka City, Japan in 2015 to rebuild the ageing commercial core of the Tenjin district. Using national strategic special zone status, the city relaxed height and floor-area controls, including aviation-related height limits, granting bonus development rights to owners who rebuilt with better seismic performance, ground-floor vitality and environmental standards, triggering a wave of coordinated private rebuilding.

Significance

Tenjin Big Bang is a notable example of incentive-based, deregulatory urban renewal in the Japanese manner, achieving core-area transformation through rule change rather than public land assembly. It has been influential in discussions of special economic zones for urban regeneration and of how mid-sized Asian cities can renew building stock while competing for startups and knowledge industries.
