Description

The Bai'etan plan, advanced from 2018 by Guangzhou's planning authorities, remakes a stretch of former industrial and port land on the Pearl River in western Guangzhou into a riverside business district. Key moves include a new financial and commercial core oriented to the waterfront, continuous riverside public space, and the regeneration of older factory and warehouse fabric across both banks. It is intended as a new centre rebalancing the city westward from Zhujiang New Town.

Significance

Bai'etan typifies the second generation of Chinese CBD-making, in which waterfront regeneration and heritage reuse are folded into state-led financial district construction. It matters in planning history as part of the Pearl River Delta's shift from industrial riverbanks to service-economy waterfronts, paralleling global post-industrial regeneration models. Debates concern the proliferation of competing financial districts in the Greater Bay Area and the displacement of older riverside communities and industries.
