Description

A transit-oriented development strategy for Greater Jakarta pursued from 2019 by the metropolitan transport authority BPTJ with the provincial government, following the opening of the city's first MRT line. The strategy designates station areas on the MRT, LRT and commuter rail networks for intensified mixed-use development, with flagship precincts such as Dukuh Atas serving as demonstrations. It seeks to restructure growth in one of the world's largest car- and motorcycle-dependent conurbations around rail.

Significance

The strategy marks a pivotal reorientation of Jakarta from highway-led expansion towards transit-based urbanism, decades after comparable Asian metropolises such as Singapore and Hong Kong institutionalised the model. Its significance lies in testing whether TOD instruments can be retrofitted onto an existing megacity fabric with fragmented land ownership and governance, a question central to Southeast Asian planning debates.
