Description
Milan's Piano di Governo del Territorio, adopted in 2019 under the title Milano 2030, is the statutory territorial government plan for the Comune di Milano. Its key moves are densification around rail and metro nodes, regeneration of disused railway yards, a drastic reduction of greenfield land take, and an extensive programme of green space including urban reforestation and reinforced green belts. It frames the growth momentum Milan gained after Expo 2015 within an explicit climate and liveability agenda.
Significance
The plan is regarded as one of the more progressive recent European city plans, combining pro-growth densification with ecological commitments such as near-zero net land consumption. It has anchored Milan's reputation as Italy's laboratory of contemporary urbanism, while also feeding debates on gentrification and housing costs that accompany successful regeneration.
