Food-valley + mobility
Thematic city strategy
A thematic city strategy for Parma prepared by the Comune di Parma around the city's year as Italian Capital of Culture and its identity at the heart of the Emilian 'food valley'. It links the city's agro-food economy and cultural assets with urban regeneration and a reworked mobility system, including cycling and public-space improvements in the compact historic core. The strategy operates at the scale of the mid-sized city and its productive hinterland.
Parma illustrates the branding-led, thematic turn in European mid-sized city planning, in which a distinctive economic identity — here gastronomy — is used to organise spatial strategy and cultural investment. It is a modest but characteristic example of how smaller Italian cities have combined heritage, food economies and mobility reform rather than pursuing large-scale physical restructuring.
