Strengthens polycentric metro

Description

An expansion programme for Porto's light metro network led by the public operator Metro do Porto from 2019 onwards, adding new lines and extensions to the system that has served the metropolitan area since the early 2000s. Alongside the new infrastructure, including a new cross-city line and extensions into southern suburbs, the programme is coupled with station-area plans that concentrate development and public-realm improvement around stops. The aim is to reinforce the polycentric structure of the Porto metropolitan area by connecting secondary centres to the core.

Significance

Porto's metro is widely cited as a successful example of light rail used as a metropolitan structuring device, knitting together a fragmented conurbation of municipalities. The expansion phase extends this logic through explicit transit-oriented development, and it stands within a broader European turn towards using rail investment as the armature for corridor planning rather than as a purely transport project.
