Young capital’s first comprehensive plan
Description
The Municipal Development Plan for Prishtina, the capital of Kosovo, initiated in 2012 and revised into the 2020s by the municipality. As the first comprehensive plan for the young capital, it attempts to bring order to rapid, largely informal post-war expansion, addressing severe deficits in roads, utilities, schools and public space while setting a framework for future growth and for regularising unpermitted construction.
Significance
The plan matters as an instance of capital-city planning in a new state, where institution-building and spatial planning proceed together. It illustrates the challenges facing post-socialist and post-conflict cities in South-East Europe, where informal urbanisation outpaced regulation, and it has framed ongoing debates in Kosovo about enforcement, legalisation and the quality of the urban environment.
