Description

Sheffield's city centre masterplan of 2018, prepared for the city council, sets a framework for extending the centre's recovery beyond its retail core. Its key moves include the regeneration of Castlegate — the city's historic but rundown market quarter — the continued conversion of Kelham Island's metal-trades fabric into mixed-use neighbourhoods, and stronger links between the centre, universities and the River Don. It favours reuse of industrial heritage over comprehensive clearance.

Significance

The plan reflects the wider turn of northern English cities from retail-led boosterism to heritage-based, residential regeneration after the 2008 crash and the decline of high-street retail. Kelham Island in particular has become a national reference for incremental, character-led reuse of industrial fabric. Debates concern gentrification of former workshop districts and the capacity of a fiscally constrained council to deliver public realm and infrastructure.
