Description
Tirana 2030, or TR030, is the general local plan for the Albanian capital, prepared by Stefano Boeri Architetti with UNLAB and IND and adopted in the mid-2010s. Its signature moves are an orbital forest belt intended to contain sprawl and absorb the city's chaotic post-socialist expansion, a polycentric structure of neighbourhood centres, and corridors of green space penetrating towards the centre. The plan reframes a fast-growing, largely informally built capital through ecological and metropolitan concepts.
Significance
TR030 attracted wide international attention as an attempt to impose a legible ecological structure, notably the orbital forest, on a city transformed by two decades of unregulated growth. It exemplifies the export of Italian and western European design-led planning to post-socialist southeastern Europe, and it accompanied Tirana's high-profile programme of civic-space renewal. Debates continue over the gap between its green imagery and the development pressures reshaping the city.
