Description

The Plan Urbanistic General (PUG) for Bucharest, approved in 2000 with a protracted revision process under way since around 2011, is the statutory land-use framework for Romania's capital. It defined ring and corridor structures for traffic and growth, established protected built areas covering the historic core and interwar fabric, and set zoning rules intended to manage the rapid, investor-driven development that followed 1990.

Significance

The PUG is significant as the principal instrument through which a post-socialist capital attempted to regulate market-led urbanisation after decades of centralised planning. Its uneven enforcement, frequent derogations and long-delayed revision have made it a much-discussed case in Eastern European planning debates about weak plan implementation, heritage loss and the gap between statutory frameworks and actual development pressure.
