Description
A state-level new area established in 2010 on the northern bank of the Yangtze and Jialing rivers in Chongqing, planned and delivered by the Chongqing municipality under central government designation. The plan organises a vast territory into logistics platforms, manufacturing zones — notably for vehicles and electronics — port and rail freight facilities, and new residential districts, positioning Chongqing as the anchor of development in the upper Yangtze basin.
Significance
Liangjiang was the first state-level new area created in inland China, extending a policy instrument previously reserved for coastal Shanghai and Tianjin and signalling the national 'Go West' strategy in urban form. It exemplifies state-capitalist megaproject urbanism, in which administrative designation, land finance and infrastructure investment are combined to manufacture a new urban-industrial geography at extraordinary speed and scale.
