Description

A plan initiated in 2011 by the Special Economic Zone Authority of Duqm (SEZAD) for a new port city and special economic zone at Duqm on Oman's Arabian Sea coast. Covering a very large designated zone, the plan combines a deep-water port and dry dock with refinery and petrochemical industries, logistics areas, an airport, tourism zones and new residential districts, effectively founding a city on a sparsely settled stretch of coast.

Significance

Duqm exemplifies Gulf state-capitalist megaproject urbanism used as an instrument of economic diversification and geopolitics, giving Oman a strategic port outside the Strait of Hormuz. It features in debates on the viability of state-willed new cities, on land, labour and environmental questions in special economic zones, and on the Indian Ocean's re-emerging port-city networks.
