Description

Ebbsfleet Garden City was designated by the UK government in 2014 on largely brownfield land, including former chalk quarries, around Ebbsfleet International station in Kent, with delivery entrusted to the Ebbsfleet Development Corporation from 2015. The plan proposes a new settlement of several thousand homes organised in linked neighbourhoods with schools, parks and centres, exploiting the site's high-speed rail connection to London. It revives the development corporation model within a garden city framing.

Significance

Ebbsfleet was the first place formally designated a garden city in Britain in decades, signalling the political rehabilitation of Howard's vocabulary for twenty-first-century growth. It has fuelled debate over whether such schemes embody genuine garden city principles of land value capture and community ownership or merely borrow the label for large-scale housing delivery, and its slow build-out is often cited in discussions of English new-settlement policy.
