Description

Green City Kigali is a pilot project initiated from 2019 by the Rwanda Development Board with the Global Green Growth Institute and partners, for a model green neighbourhood on the edge of the Rwandan capital, sited at Kinyinya Hill. The pilot plans a compact, mixed-income district designed to demonstrate low-carbon construction, affordable green housing, renewable energy and sustainable water and waste systems. It is conceived as a replicable prototype rather than a one-off enclave.

Significance

The project is one of Africa's most cited demonstrations of green urbanism, aligned with Rwanda's positioning as a continental leader in environmental policy and orderly urban management. Its significance lies in testing whether net-zero ambitions and affordability can be reconciled in a low-income, fast-urbanising context, offering an alternative to both informal growth and luxury satellite-city models.
