Description
The Kuwait Structural Plan 2035, prepared under Kuwait Municipality, is a national-metropolitan framework guiding growth of the Kuwait City conurbation and new settlement areas. Its core moves are a polycentric pattern of urban centres to relieve the congested capital, logistics and development corridors tied to ports and northern territories, and land release for housing and economic diversification. It is a policy framework rather than a detailed design, coordinating ministries and mega-project agencies.
Significance
The plan continues Kuwait's long engagement with foreign-assisted master planning, which began with the influential 1952 Minoprio plan that remade the walled town into an oil-era city. Its importance lies in framing spatial diversification beyond oil under Kuwait Vision 2035, including new northern cities and logistics ambitions. Debates concern the persistent gap between ambitious structure plans and Kuwait's slow, land-constrained delivery of housing and new centres.
