Description

The National Commission on Urbanisation, chaired by the architect Charles Correa and appointed by Prime Minister Rajiv Gandhi in 1985, reported in 1988 across more than a dozen volumes. Drawing together architects, planners, economists, engineers and administrators, it was India's first comprehensive review of the urban condition. The report organised national development around a hierarchy of settlements: it identified 329 Generators of Economic Momentum (GEMs), refined into National and State Priority Centres, together with 49 Spatial Priority Urbanisation Regions. Anticipated growth was directed along these nodes and connecting corridors, and the Commission urged stronger municipal institutions, decentralised governance and explicit recognition of the urban poor.

Significance

The report recast urbanisation as a resource rather than a problem and supplied a vocabulary, GEMs, priority centres and urban corridors, that informed later Indian policy, including the constitutional municipal reforms of the early 1990s. Its emphasis on local government capacity, conservation and the informal sector remains a reference point for debates on Indian urban strategy.
