Description
National Planning Framework 4 was approved by the Scottish Parliament and adopted by Scottish Ministers on 13 February 2023, running to 2045. It is the first NPF to carry full statutory weight and the first to combine the national spatial strategy with national planning policy in a single document forming part of the development plan. NPF4 sets spatial principles, regional priorities and national developments, and organises policy around tackling the climate and nature crises, which it makes primary considerations in plans and decisions. Among its themes are the concept of living well locally through twenty-minute neighbourhoods, a strengthened test for biodiversity, and support for compact, low-carbon settlement patterns.
Significance
NPF4 rebalanced the Scottish planning system so that climate change and nature recovery became overriding considerations rather than competing concerns, a notably ecological orientation for a statutory national framework. By merging spatial strategy with binding policy, it raised the document's legal status and made principles such as positive effects for biodiversity directly material to decisions.
