Kigali's master plan (2013, revised 2020) sets a long-range vision to structure Rwanda's rapidly growing capital around zoned districts, density targets, green space, and infrastructure, marketed as a model of orderly, clean, modern African urbanism.
The Kigali plan is among Africa's most discussed contemporary master plans — praised for ambition and order, but also scrutinized for the tension between high-end visions and the housing realities of low-income residents.
Realised as the city's governing planning framework and partly implemented, shaping hill-city structure, zoning and TOD; however, strict enforcement has driven controversial demolitions and relocations of informal settlements.
Criticised for prescribing standards and densities that price out poorer residents and for displacing low-income communities in the name of an aspirational, high-end city image.
