Description

Barcelona's 22@ (from 2000) rezoned the old Poblenou industrial district into an 'innovation district,' replacing factories with offices, housing, universities, and digital infrastructure to grow a knowledge economy while retaining selected industrial heritage.

Significance

22@ pioneered the contemporary 'innovation district' model, deliberately clustering tech and knowledge industries in a mixed-use urban quarter rather than an out-of-town park — a template widely copied worldwide.

What became of it

Adopted by Barcelona in 2000 (MPGM) and still being implemented; it transformed Poblenou into an innovation district, with around 150 transformation plans approved and the bulk executed by private investors, and was updated by a 2018+ MPGM.

Critique

Scholars argue the project, while economically successful as a tech cluster, drove gentrification and displacement and delivered subsidised housing far more slowly than the productive floorspace it promised.
